Seven pilot sites, scoped and ready
OT Lifestyle has scoped seven municipal pilot deployments for MeterTruth. Each is ready to move from architecture to a live meter fleet once onboarding support is secured with the AI platforms the design targets — OpenAI, Anthropic's Claude, and Google Cloud Platform. Securing that access is the single largest blocker between where the project stands today and a fleet-wide launch.

Anthropic — Claude Models
Claude is the reasoning layer that turns a raw tamper signal into a fair, policy-checked case. This is the single most legally and ethically sensitive step in the entire platform: a wrong call here either lets real tampering slide, or wrongly accuses an indigent household. MeterTruth is built around Claude's ability to hold municipal by-law text, indigent-registration rules and a specific household's signal history in view simultaneously, and reason through them the way a careful case officer would.
Claude Opus 4.8
Reserved for the hardest cases — where load anomalies, cover-tamper events and billing history conflict with each other. Opus reasons through the full evidence set before a case is allowed to escalate, giving revenue-protection teams a synthesis they can defend on appeal.
Claude Sonnet 5
Runs the daily workload: dashboard summaries, case notes, resident correspondence drafts, and the fairness check that runs indigent and by-law logic against every flagged event before it can become a case.
Claude Haiku 4.5
Screens the full raw event stream from the fleet cheaply and at speed, so only signals with real substance are ever passed up to Sonnet or Opus — essential for keeping AI costs sane at fleet scale.
What we need: Claude API access and usage support at pilot scale across all seven sites, plus guidance from Anthropic on responsibly deploying Claude in a context that directly affects household billing and indigent protections.

OpenAI — GPT Models
OpenAI's GPT models handle the parts of the pipeline that are about generating and explaining evidence, not adjudicating it — the visual and narrative layer that makes a confirmed case legible to a human reviewer, a resident, or a court. Where Claude decides whether a case is fair, GPT models are what turn that decision into a clear, reviewable document.
GPT case narration
Converts structured tamper-event data into a plain-language incident narrative for the evidence pack, written so a non-technical reviewer, ward councillor or resident can understand exactly what was detected and why.
GPT-image tamper evidence
Generates annotated visual evidence tiles — highlighting the specific signal (magnet interference, cover event, load anomaly) on a diagram of the meter — at the volume needed to keep pace with fleet-scale case generation.
Multilingual resident communication
Drafts resident-facing notices and appeal guidance in English and isiZulu, so a flagged household understands its case and its right to query it, not just receives a bill.
What we need: OpenAI API access and rate-limit headroom sized for fleet-wide case volume across seven pilots, and support scoping safe, accurate use of GPT-generated evidence in a municipal billing-dispute context.

Google Cloud Platform
GCP is the infrastructure the entire platform runs on — not a feature, the ground it stands on. Every signed meter reading, every model call, every case record depends on GCP services being available, fast and correctly configured, twenty-four hours a day, across seven simultaneous pilot deployments.
Vertex AI
Trains and hosts the load-signature and tamper-pattern anomaly models that watch the meter fleet continuously, feeding confirmed signals into the Claude and GPT reasoning layers.
BigQuery
The fleet-wide data warehouse — consumption history, case outcomes and model training data at the scale seven simultaneous pilots require, queryable fast enough to keep the dashboard current.
Cloud infrastructure & Maps
Multi-region hosting and failover for the dashboard, plus Google Maps for plotting confirmed cases against the physical ward network for field-team routing and audit review.

How enquiries are processed
Enquiries are reviewed by the OT Lifestyle team and routed to the relevant contact (general, finance or director) listed on our Contact page. As of this version of the site, the enquiry form is not yet connected to an automated backend — see the note on the Contact page for the current submission method.
Meter and consumption data
This policy covers the website only. Meter-reading and tamper-event data collected during an actual pilot deployment is governed by a separate data-sharing agreement signed with each participating municipality or utility, under which the municipality remains the responsible party for that data in terms of POPIA. See our POPIA Notice for more detail.
Retention
Enquiry form data is retained only for as long as needed to evaluate and respond to your enquiry, and is deleted or anonymised once that purpose has been fulfilled, unless a pilot relationship begins.

This notice explains, in outline, how MeterTruth is designed to process personal information under the Protection of Personal Information Act 4 of 2013 (POPIA).
Two categories of data
Website enquiry data — name, contact details and message content submitted through the pilot enquiry form. OT Lifestyle (Pty) Ltd is the responsible party for this data. See our Privacy Policy for detail.
Meter and tamper-event data — signed consumption readings and tamper-event flags generated by MeterTruth hardware during an active pilot. For this category, the participating municipality or utility is the responsible party, and OT Lifestyle acts as an operator processing data under a signed data-sharing agreement with that municipality. MeterTruth does not process residents' identity documents.
Indigent status checks
Where a flagged event is checked against indigent-registration status, this is done against the municipality's own registration data, under the same data-sharing agreement, before any case can be escalated.
Security measures
The platform is designed around encrypted data in transit, access controls, audit trails and data minimisation. Full technical and organisational security measures are documented in the data-sharing agreement with each partner municipality, not on this public page.
Retention
Retention periods for meter and case data are set out in each municipality's data-sharing agreement and are not fixed globally on this site.
Your rights
If you believe your personal information has been processed unlawfully, you may lodge a complaint with the Information Regulator (South Africa) at inforegulator.org.za.
